To check for proper operation of the Fuel regulator, you need a fuel pressure gauge. About $45 from the Mac Tools truck man. Start the car, fuel pressure should be about 32 PSI. Remove the vacuum line from the FPR, the pressure should go to 39 PSI. Apply pressure to the port on the FPR. However much pressure you add to the FPR port, in PSI, should increase the pressure found on the gauge, by the same amount. Check the vacuum line to the top of the regulator for cracks.

Whenever I want to bleed off the residual pressure in the fuel system, to change the filter fer-instance, I just hook up a handheld vacuum pump to the fuel pressure regulator vacuum port, pull 15" of vacuum for about a minute and it''s gone. This allows the system to bleed the excess pressure back to the tank. It beats getting gas all over the place (face) :)

I sell an adjustable fuel pressure regulator for the turbo engines. I believe, it's the best FPR available for the 2.3 turbo, bar none.

I've seen several inaccurate electrical FP gauges.  Rather than spend money putting an inaccurate, expensive, FP gauge inside your car, just buy a good service FP gauge that you use under the hood for testing only. Once it's set, there's no need to check your FP, unless there is a problem.

Testing the fuel pumps on your car requires putting the FP gauge under a windshield wiper and driving around at full boost to see if the FP keeps up.   If not suspect the Fule filter, and then the pumps.
