""My SVO has a "whistle" sound?""
That's a leak, check for cracks. Probably in the turbine side scroll. The compressor side does not crack. The turbine side does. I'd bet that half the turbos out there have small, to rather large, cracks in them.
When there's 15 psi in the intake manifold, there's more than 30 psi in the exhaust manifold. That will make a whistle, for sure. I've seen it more than once. Take off the turbo and look up the turbine scroll.
As always, any one of a number of things could cause this, but this is a common, but almost unknown possible culprit.
I've also seen them do this when one of the compressor blades is bent over backwards. This is almost always caused by running too high a boost level sometime in the car's past.
